You can only buy 2 packs at a time off the shelves, whether it be supermarket or Boots etc, but over the counter at any pharmacy they can sell you more, such as a pack of 50, at the the pharmacists discretion. That is my understanding of it anyway.

Therefore, the limiting of sales makes sense in a way. In reality though,it is unlikely to stop anyone determined to overdose. You could go from shop to shop and buy 32 tablets in each shop with no problem.
